I've read many discussions about the Fermi Paradox, but nothing comes close to Cosmic Latency by Rudy Meistari. It's probably the best solution ever. The book makes a compelling scientific case that the paradox is based on incorrect assumptions rather than reality. It's an exceptional read and completely free to download.
